Dandong Port Builds New Northeast Channel, Tonghua Port Officially Begins Operations  2017-06-02

   The cooperation between Dandong and Tonghua cities has reached new heights: On the morning of December 19, the new Tonghua Port became operational as an important node in Dandong Port’s internal cargo network. 30 trucks carrying 58 containers filled with quick-freeze corn departed from Tonghua Port, headed for Dandong. Principle leaders of the city of Tonghua and Pan Shuang, the deputy mayor of Dandong, attended an opening ceremony in which Jilin Province Vice Governor Li Puxiu gave the order to depart.

  As the nearest port to major production centers in Northeastern China, Dandong Port and Tonghua's cooperation in port distribution has been a long time coming. This July, the Jilin provincial government approved the establishment of Tonghua International Inland Port. Dandong and Tonghua cities both signed an agreement underlining the framework for the cooperation. The joint endeavor included drawing plans, building new traffic routes,formulating circulation strategies, and integrating tourist travel. At the same time, the Tonghua Port Administrative Area and Dandong Port will be jointly establishing the Tonghua Port Stocks Limited Company as of August 8. The two companies will comprise Tonghua Port, while Dandong Port will also continue its primary operations near the city of Dandong as before.

  Only 134 days were needed to complete such construction projects as the highway container center, protective trade warehouse, and joint inspection office building. All of these were completed smoothly. The Dandong Port Group will provide three common terminals for Tonghua Port as starting points for land transport.

  The Dandong Port Group already has more than 30 logistics nodes distributed throughout the Northeast. The company’s influence, brand radiation, and guiding force upon this inland region increase daily. The function of constructing Tonghua Port is to shift the functional capabilities of the port inland. As a result, Jilin companies will no longer have to travel long distances in order to apply for customs. Instead, they will now be able to complete such necessary customs procedures as applying for customs, undergoing quarantine inspections, and completing bills of lading – all at Tonghua Port. Being able to directly pass through Dandong Port to sea has opened a low-cost, high-efficiency work model. It is a realization of “internal port movement, local paperwork management, and diverse, thorough transportation."

  In order to guarantee a fast transition through customs for fresh goods, both areas' joint quarantine branches are cooperating to initiate a unified "three step" model: all goods must undergo one round of declaration, inspection, and clearance. The two port entities have also established a convenient and fast “green light” channel for the transportation of goods from inside Jilin province. On December 19, in 20 minutes workers completed goods processing procedures that in the past would have taken half a day

  During an interview, Sun Liangguo, head of Tonghua International Mainland Port Administrative Area Management Committee, explained that there is a distance of 240 kilometers between Dandong Port and Tonghua Port. This is 207 kilometers shorter than the distance by rail to Yingkou Port, and 508 kilometers shorter than the distance to Dalian. Thus, this new move cuts the required distance of transportation between ports by two-fifths and two-thirds, respectively.

  Import and export calculations for 10 million tons of goods suggest that departing from Tonghua Port and passing through Dandong Port could save between 260 million to 436 million yuan in transportation costs when compared with using other ports. The objective of the Tonghua Port Administrative Area is to manage an intake and output capacity of 5 million tons by 2017. By doing this, the port would rank among the top internal ports in China. An additional objective is to increase the port’s capacity to 100 million tons by 2050. Tonghua Aohe Food Company CEO Yu Shilong stated that on the opening day of the port, the company saved roughly 1000 yuan in distribution costs on a shipment of 24 tons of quick-freeze corn.

  According to the cooperation agreement, Tonghua Port Administrative Area will become Dandong Port's sole inland distribution hub and export-oriented economy platform in eastern Jilin Province. Both sides will jointly formulate development plans and promote medium- and long-term cooperation. Tonghua City Municipal Party Committee Secretary Jin Yuhui said the aim is to unite all the city's forces in order to turn Tonghua Port into the Jilin province's new window to the South, as well as to construct a new distribution hub within the province.

  After completion of this major new thoroughfare, the Jilin province will not only have realized its dream of "building a port out to sea," but it will also have become a meeting point of powers between the East and South. This will completely transform the traffic patterns in Tonghua and Baishan. At the same time, it will bring about the seamless integration of Dandong Port and the inland, eastern portion of China’s Northeast region. It is another step in establishing the Dandong Port's position as a major transport hub in the eastern Northeast.
